P275NL1 is killed fine-grain C-Mn vessel plate. Treat welding as production welding, and as PED / ASME Code welding when the equipment is a vessel.
Qualify to the applicable code. Consumables must keep toughness at the design temperature. A procedure written for SA516 Grade 70 is not automatically valid. A nickel procedure written for SA203 Grade D is the wrong family. Heat input and hydrogen control matter more on NL1 than on a room-temperature carbon plate. The fabricator owns the WPS. Heat Treatment and Delivery Condition

Thickness is the first argument on a −40 °C vessel. If the calculation used minimum thickness after corrosion allowance, write whether minus tolerance is allowed. A 20 mm P275NL1 plate ordered Class A is not the same delivered plate as a 20 mm plate ordered with minus restricted to 0.3 mm. Write the class next to the thickness. Do not wait until the plate is on the cutting bed in Rotterdam or Houston.
Width and length tolerances also sit in EN 10029. Cut-to-length reversing-mill plate does not hold the same edge as sheared strip. If the nesting program needs +0 / −5 mm on length, that is an order line. Edge condition should be mill edge or trimmed edge. Flame-cut edges on fine-grain plate pick up a heat-affected rim. If that edge will be welded without a clean-up cut, say so before burning.
Flatness matters more when the plate becomes a head or a tube-sheet blank. Normalized fine-grain plate is usually flatter than QT plate, but a 60 mm P275NL1 plate can still carry a light bow. Ask for a flatness class and for flattening after normalizing if CNC cutting is planned. Out-of-square and camber should be named on 12 000 mm shell courses.
For dual-name work against SA516 Grade 60 or SA662 Grade A, do not mix EN 10029 Class A with SA-20 extras without a sentence on the purchase order. Marking must survive shot blast: heat number, P275NL1, 1.0488, +N, and −40 °C when that is the impact mark. Paint-only stencil disappears in a blast booth. Ask for low-stress stamp plus paint if the destination file requires both.

NL1 files live on extras. The base book gives chemistry, +N and the −40 °C idea. The purchase order still has to name the rest.
Charpy details. Write −40 °C, joules, number of specimens, location (top / mid-thickness) and orientation (transverse is the usual vessel request). Do not write “impact as per EN 10028-3” and expect NL2 −50 °C. That is a different grade.
Impact after simulated PWHT. If the vessel will be stress-relieved, coupons should see the same cycle. A −40 °C result on the as-normalized plate is not the same as a −40 °C result after a 600 °C hold.
Product analysis. Add this when the destination file wants finished-plate chemistry, especially P, S, Al and N.
Through-thickness / Z-test. Name Z15, Z25 or Z35 when the plate is a thick nozzle or a pad.
NDE. EN 10160 class, or ASTM A435 / A578 if the ASME file uses those tables. Write the scan coverage, not only “UT”.
HIC / NACE. Only when the process stream is sour. P275NL1 is not automatically HIC-tested.
Third-party. EN 10204 3.2 with SGS, TÜV, BV, ABS, CCS, DNV or the inspector named. Book the hold point before rolling.
