It is not a substitute for EN 10028-2 16Mo3. That grade is 0.3Mo. It is not a substitute for EN 10028-2 13CrMo4-5. That grade is 1.25Cr-0.5Mo. An ASME file should name SA-516 or SA-515 and then write extras. Dual marking is possible only when both books are met.

Weldability
P355NH is killed fine-grain C-Mn vessel plate in the 490–630 MPa tensile band. Treat welding as production welding, and as PED / ASME Code welding when the equipment is a vessel.
Qualify to the applicable code. Consumables must match the P355NH tensile band. A procedure written for SA516 Grade 60 may be light. A Cr-Mo procedure written for SA387 Grade 12 Class 1 is the wrong family. The fabricator owns the WPS. SHH STEEL can share mill heat data for that review.
Heat Treatment and Delivery Condition
