P355GH is killed carbon vessel plate at the 510–650 MPa tensile band. Treat welding as production welding, and as PED / ASME Code welding when the equipment is a vessel.
Qualify to the applicable code. ASME dual-name work uses ASME Section IX. Consumables must match the P355GH tensile band, not a P265GH procedure copied without review. A Q345R steel plate procedure is a comparison only. A Cr-Mo procedure written for 14Cr1MoR steel plate is the wrong family. Preheat follows thickness and hydrogen control. Heat Treatment and Delivery Condition
