P355ML1 is killed TMCP fine-grain C-Mn vessel plate. Treat welding as production welding, and as PED / ASME Code welding when the equipment is a vessel.
Qualify to the applicable code. Consumables must keep toughness at −40 °C. A procedure written for SA516 Grade 70 without an impact extra is not automatically valid. A nickel procedure written for SA203 Grade D is the wrong family. Heat input on TMCP plate should stay controlled so the rolled grain is not coarsened in the HAZ. The fabricator owns the WPS.
