X10CrMoVNb9-1 / P91 is not a Grade 22 weld. Treat welding as production welding, and as PED / ASME Code welding when the equipment is a vessel.
Qualify to the applicable code. ASME dual-name work uses ASME Section IX. Consumables must be P91 matching consumables, not Grade 22 and not carbon. Preheat, interpass, hydrogen control and PWHT window are part of the procedure, not optional workshop habit. Under-matched PWHT leaves hardness high. Over-tempering drops strength. A procedure written for SA387 Grade 22 Class 2 is the wrong family. A procedure written for SA387 Grade 9 Class 2 is not automatically valid either. The fabricator owns the WPS.
