Strength sits above 16MnDR and above 09MnNiDR. That is why some files pick this grade when they need −50 °C and a higher yield.

Do not treat 530–630 MPa tensile as a free pass to stamp SA516 Gr.70 or SA203 Gr.A. Nickel content and impact temperature still have to match the named book.

15MnNiDR is not on this list. GB/T 713.3 deleted that old 3531 grade. If a 2014 drawing still says 15MnNiDR, confirm whether the buyer accepts 15MnNiNbDR or needs a concession.
−50 °C Pressure-Vessel Service
Buyers pick 15MnNiNbDR when the vessel needs more strength than 16MnDR and a lower impact temperature, but does not need the −70 °C nickel package of 09MnNiDR. Typical work is cold-region tanks, separators, LPG-related shells and other GB low-temperature vessels.
It is not an ASME Section VIII plate by default. An ASME file should name SA516 Gr.70, SA662 Gr.C or SA203 Gr.A and then write the extras. Dual marking is possible only when chemistry, tensile, impact and PWHT fit both books.

Weldability
15MnNiNbDR is killed Mn-Ni-Nb vessel plate. Treat welding as production welding, and as Code welding when the equipment is a vessel.
Qualify to the applicable code. ASME dual-name work uses ASME Section IX. Match consumables to the 530–630 MPa tensile band and the −50 °C toughness target. A 16MnDR procedure is not automatically valid. A 09MnNiDR procedure is not automatically valid. Preheat follows thickness and hydrogen control. The fabricator owns the WPS. SHH STEEL can share mill heat data for that review.
Heat Treatment and Delivery Condition
Usual delivery from SHH STEEL is normalized or normalized-and-tempered GB/T 713.3 15MnNiNbDR. As-rolled is not the default.
If the vessel will see PWHT, say so. Test coupons then follow a simulated cycle. This is not the Cr-Mo temper route used on 15CrMoR or 12Cr2Mo1R. Extra simulation, 3.2 hold points or special NDE add time. Plan about two months when those extras are on the order.
