What is ASME SA832 Grade 23V Steel ?
ASME SA832 Grade 23V, also written ASME SA832 GR.23V, is chromium-molybdenum-vanadium alloy plate under ASME SA-832/SA-832M. The specification covers three grades only: 21V, 22V and 23V. Grade 23V is the 3Cr-1Mo-V line with the high normalizing floor. Chromium heat is 2.75–3.25%. Molybdenum heat is 0.90–1.10%. Vanadium heat is 0.20–0.30%. The plates are required to be normalized and tempered. Minimum normalizing temperature for Grade 23V is 1010 °C. Minimum tempering temperature is 675 °C. Quenched-and-tempered Cr-Mo-V of this family belongs to SA-542 / A542, not this page. As Direct Mill Supply by SHH STEEL, the plate is produced to ASME SA-832/SA-832M.
Buyers write ASME SA832 Grade 23V, ASME SA832 GR.23V, SA832 Grade 23V, SA832 Gr.23V, SA832GR23V, SA-832 Grade 23V and SA 832 Gr 23V. ASTM A832 Grade 23V is the companion product spec. There is no Class and no Type. A purchase order that says “SA832 Grade 23” without the V is incomplete, and a purchase order that copies Grade 22V normalizing at 900 °C onto 23V is wrong.
This page is not SA387 Grade 21. SA387 Grade 21 is 3Cr-1Mo without the vanadium band that defines 23V. It is not SA517 Gr.E. It is not SA841 TMCP. It is not ASME SA516 carbon plate. Thickness is limited only by the ability of the composition to meet the tensile table after normalize and temper.
Grade 21V shares the 2.75–3.25% chromium band. Grade 22V uses 2.00–2.50% chromium and a 900 °C normalizing floor. Same tensile table does not make the three grades interchangeable. This plate sits in the pressure vessel steel plates family and with ASME SA387 as a related Cr-Mo family, not as a substitute. It does not sit with carbon steel plates or ASTM A36/A36M.

Vanadium is not optional decoration. If V is missing, the plate is closer to SA387 Grade 21 than to SA832 Gr.23V. Chromium at 2.00–2.50% is Grade 22V, not Grade 23V. Grade 21V shares this chromium band; the Grade 23V difference that buyers miss first is the 1010 °C normalizing floor.

Mechanical Properties
All three SA832 grades share one tensile table. The Grade letter changes chemistry and heat-treatment floors, not the published tensile numbers.

Density is 7.85 g/cm³. Notch toughness is commonly added for reactor work. Write the temperature, energy, location and orientation. Simulated PWHT is common because these plates often go into vessels that will see a long shop cycle.
Do not treat 415 MPa yield as permission to substitute SA516 Gr.70, SA533 Type B Class 1 or high strength low alloy plates.

SA299 Gr.B, SA225 Gr.D, SA455 and SA285 Gr.C are also vessel plates. None of them is ASME SA832 GR.23V.
Cr-Mo-V Vessel Service
ASME SA832 Grade 23V / ASME SA832 GR.23V is selected when the vessel wants normalized-and-tempered 3Cr-1Mo-V with the Grade 23V normalizing floor. Typical equipment is high-temperature welded pressure vessels written to SA-832 Grade 23V. Allowable stress comes from ASME Section II Part D after the Code lists this Grade.
It is not nickel low-temp plate like SA203 Gr.E. It is not layered QT carbon like SA724. Stainless inquiries belong on ASME SA240/SA240M, ASTM A240/A240M or stainless steel sheets and plates.
Do not form this plate as if it were as-rolled carbon. Normalize-and-temper properties are the product. A later PWHT cycle has to be planned and, when required, simulated on coupons.
Weldability
SA832 Gr.23V is killed, fine-grain Cr-Mo-V. Welding is Code welding.
Qualify procedures to ASME Section IX. Use consumables written for 3Cr-1Mo-V, not a plain carbon procedure and not an unreviewed SA387 Grade 21 procedure. Vanadium, the 1010 °C normalize and the N+T condition belong in the WPS review. Hydrogen control, preheat, interpass and PWHT follow the qualified procedure and the vessel specification.
Do not copy a SA387 Gr.12 Cl.2 procedure onto 23V without review. The fabricator owns the WPS.
Heat Treatment
All plates shall be normalized and tempered, except as the specification allows otherwise. For Grade 23V the minimum normalizing temperature is 1010 °C (1850 °F). The minimum tempering temperature is 675 °C (1250 °F). Grade 22V uses 900 °C. Do not apply the 22V floor to Grade 23V and call it close. Do not quench-and-temper this plate and still stamp SA832.
If the vessel will see a long PWHT, test coupons shall follow a simulated cycle. This is not the TMCP route and not the SA542 QT route. SHH STEEL prints N+T, Grade 23V, normalizing temperature and tempering temperature on the certificate when the mill record carries them.

Usual delivery is normalized-and-tempered ASME SA832 Grade 23V / ASME SA832 GR.23V plate.
The certificate lists ASME SA832 Grade 23V and, when dual certified, ASTM A832 Grade 23V; heat number; heat analysis including Cr, Mo and V; product analysis when ordered; tensile results; N+T statement with the 1010 °C floor; impact and simulated PWHT when ordered. Certificates may be EN 10204 3.1 or EN 10204 3.2.

Dimensional limits follow ASME SA-20. Thickness, width, length, flatness and camber are vessel-plate tolerances. UT to A435 / A577 / A578 is commonly added on reactor plate.
